Falcon International Bank, a family-owned, private business headquartered in Laredo, Texas, has enthusiastically met a new milestone in their continued expansion: In December of 2006, the bank announced the appointment of Regional Presidents for its South Central, South West, Lower Rio Grande and Southern Coastal regions. Armed with diverse banking experiences and expertise, the new Regional Presidents are committed to upholding the Falcon philosophy by providing their respective communities with quality products and services.

"The idea is to keep the bank at its community level," explains Gilbert Narvaez, Jr., President of Falcon. "It's difficult to keep the community bank feel when everything is headquartered in one area. The purpose of this change is to keep a pulse on the market while empowering our people to make local decisions in their individual communities."

Falcon International Bank has grown to more than $665 million in assets and thirteen branches in South Texas, including branches in Laredo, San Antonio, Buda, Eagle Pass, Del Rio, McAllen and Brownsville. In addition, the bank has representative offices in Monterrey and Guadalajara, Mexico.

REGIONAL PRESIDENTS

South Central Region - San Antonio & Buda

Since joining Falcon International Bank in September 2003 as President of the Trust division, Richard Terry Cullen has adopted the role of South Central Regional President. Cullen manages and markets the bank's Trust function, tirelessly customizing each service to match customers' particular needs and lifestyles; Cullen's Trust responsibilities include but are not limited to: Investments, Asset Management, Account Administration, Compliance, Lending, Expansion of the Falcon franchise and Business Development. Additionally, Cullen oversees any and all bank functions in the San Antonio/Austin corridor, a booming market in Texas.

"This position will allow me to tailor our products and services to the specific community that we're in," Cullen says. "The bank recognizes that there are different needs for different markets, and I think this will increase the efficiency and pertinence of local decisions."

Cullen actively contributes to his community through involvement in numerous charity and non-profit functions, as well as business and professional organizations. He currently serves on the President's Advisory Committee for the Sportsmen Conservationists of Texas and has a lifetime appointment as Trustee for the Wood Family Foundation. He is also a member of the Buda Chamber of Commerce, the Stone Oak Business Association and the Knights of Columbus, as well as his local Homeowners' Association.

Cullen graduated from the University of Notre Dame in 1978 and, recognizing that education is a lifelong endeavor, has since completed studies at the ABA National Installment Credit School, ABA National Commercial Lending School, Texas School of Trust Banking and Cannon Trust School. In 1996, Cullen earned the Certified Trust Financial Advisor designation. Cullen also served as Chairman of the Real Estate and Mineral Management Committee of the Trust Division of the Texas Banker's Association.

South West Region - Eagle Pass & Del Rio

Guillermo "Willie" Hyslop has been announced as President of the bank's South West Region. Hyslop joined Falcon in 2005 with over ten years of banking experience to his credit, and is now responsible for managing all banking functions at the South West branches, including operations, retail banking, and lending.

Since his arrival in Del Rio/Eagle Pass, Hyslop's primary goal has been to create a team-oriented, community bank environment in his vast region. In that capacity, Hyslop has developed, implemented and managed various programs to achieve unparalleled growth targets, such as the opening of four branches in his region. He has also increased the region's market share by hiring qualified and experienced personnel to experience and contribute to Falcon's extraordinary growth. Throughout each of his banking endeavors, however, Hyslop's overarching objective is to meet and exceed customer expectations.

"This change will help me coordinate both Eagle Pass and Del Rio markets more effectively," says Hyslop. "In this next year, I see us focusing on opportunities for expansion in this region, as well as taking Falcon's community representation to a whole new level; I'd like to represent the bank in the South West community as a whole, rather than have each branch represented individually."

A native of Del Rio, Hyslop recognizes that the only way to understand a community's needs is to immerse oneself in its civic organizations; today, he is an active member of the Del Rio Chamber of Commerce, member of Laughlin Air Force Base Military Affairs, and Vice-President of Val Verde Community Foundations.

Hyslop graduated from Southern Methodist University's Southwestern Graduate School of Banking and earned a B.S. in Business Administration from Texas A & M University. In addition, Hyslop received a certificate in International Business from the Universidad de Las Americas in Puebla, Mexico. Hyslop's has also received a certificate in Commercial Lending from Texas Bankers Association and one from the National Consumer Credit School of the American Bankers Association.

Lower Rio Grande Region - McAllen

Falcon International Bank welcomed Roberto Martinez, Jr., a Laredo native, as the Senior Vice President for the McAllen region in 2006. Since then, Martinez, who boasts twenty-five years of banking experience, has taken on new leadership as Regional President for the Lower Rio Grande Region. Martinez also serves as the area's senior lender and manages the dynamic daily operations of its branches.

"It's a real joy to work with a bank that truly exists to support its employees, customers and community," says Martinez. "I'm proud to represent Falcon in my region."

Aside from banking, Martinez is a member of the McAllen Chamber of Commerce and McAllen Hispanic Chamber of Commerce.

Martinez earned a Bachelor of Science from Texas A& I University at Laredo and continued his education by earning a Masters of Science from Laredo State University. Martinez is also a graduate of the Southwestern Graduate School of Banking at SMU.

Southern Coastal Region - Brownsville

Arturo R. Farias, a Laredo native, has joined the Falcon International Bank team as President of the Southern Coastal Region. Farias began his banking career in 1978 upon graduating with a B.B.A. from the University of Texas at Austin. After several years advancing his career in Laredo, he relocated his family to Brownsville in 1985 to launch a de novo community bank.
Farias followed his University of Texas education by graduating from the Southwestern Graduate School of Banking in 1993.

Since then, Farias has run the gamut of banking positions, and he has accepted his newest title with the same enthusiasm and energy applied throughout his 28 years of banking. His responsibilities now include overseeing all aspects of the Southern Coastal Region, as well as formulating and developing international business and lending activities. Further, his familiarity with the Brownsville market will prove to be an invaluable asset in developing the bank's presence in the region.

"International banking is critical to our success," says Farias of his new responsibilities. "I'm pleased to be part of an organization that understands the importance of international banking and is committed to empowering us to make decisions at the community level."

Farias' commitment to the Brownsville community is reflected in the various leadership roles he has taken outside the bank. He currently serves as a board member for the University of Texas at Brownsville Development Board, the St. Mary's Church Finance Council, and was most recently appointed as an advisory member for BISD's Bond Oversight Committee. Additionally,
Farias is past Chairman of the Brownsville Chamber of Commerce and Cameron Willacy Community Projects, as well as a board member and treasurer for the Dean Porter Park Renovation Committee and board member for St. Joseph Academy's Athletic Booster Cub and Development Board in Brownsville.

Falcon Soars to New Heights--Announces Promotions (January 29, 2007)

Falcon International Bank recently announced the promotions of several key members of its staff.

 

In anticipation of its entry into the billion dollar-banking niche, Falcon International Bank recently announced the promotions of several key members of its staff. "We take our 'We know what counts' philosophy very seriously," says Adolfo Gutierrez, past president and newly minted chief executive officer and chairman of the board. "Having the right people in place is essential for the explosive growth that we foresee for the bank." The following promotions became effective with the New Year.

GILBERT NARVAEZ, JR.
President & COO
Falcon International Bank – Laredo

Mr. Narvaez assumes the role of President and Chief Operating Officer for the bank. With over twenty years in banking, Narvaez has spent the last fifteen with Falcon and has established himself as a leader, mentor, and true advocate for the Falcon family. Narvaez has played a critical role in Falcon's exceptional asset growth, strategic expansion, and top performing bank honors. Since joining Falcon in 1992, bank assets have increased from $20 million to more than $660 million, the number of employees has increased from 15 to over 300, and banking locations have increased from one to thirteen.

"Gilbert has shown great dedication and commitment to Falcon throughout his 15 year
career. He has helped establish and reach new milestones for the Falcon family. These efforts have prompted the board of directors to entrust Gilbert as Falcon's new president. I am proud to have such a devoted individual to direct our bankers and Falcon," says Adolfo Gutierrez.

A well-known member of the Laredo community, Narvaez is past director and executive committee member for the Laredo Chamber of Commerce, and past director for the Laredo Development Foundation. Other past civic involvements include Junior Achievement of Laredo volunteer, member of the Cola Blanca and Bola Blanca Committees, and volunteer and board member of the Laredo Border Olympics.

He is an honors graduate of Laredo State University, now Texas A & M International University – Laredo, Texas. He also completed advanced studies at the Colorado Graduate School of Banking in Boulder, Colorado. He is married to Alma L. Narvaez and has three children: Gilbert III, Alicia Gabriela, and Gabriel Alejandro.

Promoted to Senior Executive Vice President, Ms. Valdez brings over twenty-seven years of banking experience to Falcon. Since joining the bank in 2003, Valdez' responsibilities have grown from establishing the Compliance Department to overseeing Risk Management functions as well as Loan Administration, Information Security, Information Technology, Accounting, Secondary Mortgage Loans, Retail Banking, Business Development, Marketing and International Banking.

As Ms. Valdez stated, "I am very proud to be associated with the first class individuals that work for Falcon International Bank and to be part of the Falcon family. I am honored to be given the opportunity to advance my career with a bank whose priority is meeting the needs of its customers and the communities it serves."

Valdez graduated from Hebbronville High School and went on to attain her BBA from the University of Texas at Austin. She also attended the Graduate School of Banking at Colorado. In addition, Valdez has attended the ABA Compliance School and TBA Compliance Management School.

Active in the community, Valdez has been president, vice-president, and secretary of the local chapter of Financial Women International. She is also a former treasurer of the Jalapeno Festival and Mary Help of Christians School Parent/Teacher Association.

RAY A. GONZALES

An integral part of the Bank, Ray Gonzalez joined the Falcon family in 1988 and had, until January 2007, maintained the position of Senior Credit Officer and Executive Vice-President. Ray oversees all lending activity, including bank-wide production levels, portfolio growth trends, and credit quality of the loan portfolio. Additionally, Ray is responsible for maintaining manageable risk assessment levels, overall budgeting for strategic planning, policy amendments, reporting loan activity to the Board of Directors, meeting with key lenders, and scheduling time for regulatory and/or internal/external loan reviews. Ray is also a member of the board for Falcon Bank.

"It is a great honor and privilege to have been named Senior Executive Vice-President of Falcon International Bank. I know that things are not just given without ones commitment to do their best and therefore, I renew my pledge to strive for excellence in each endeavor that I undertake. Ray has shown just as much passion in the community as he has in business. He is a member of the City of Laredo's Board of Adjustments. In addition, he has immersed himself in the Cola Blanca "Big Buck Contest," Junior Achievement, and Laredo Builders Association. Additionally, Ray spearheaded the "Welcome Hunters Party," sponsored by Falcon Bank and a function of the Chamber of Commerce.

Throughout the last 28 banking years, he has attended numerous bank-related educational programs with Fannie Mae, Freddie Mac, VA, IBAT, and the Texas Bankers Association. Ray is also approved by the Department of HUD as a direct endorsed (DE) underwriter for Falcon Bank.

Ray has a passion for hunting and fishing, and occasionally plays golf and racquetball. Ray has been married to Lyssa (Pena) for the past 26 years, and they have two lovely daughters, Michelle and Melanie.

ROY J. GONZALES

Cashier and BSA Officer

Capitalizing on his 30-year banking career, fifteen of which have been with Falcon Bank, Roy is responsible for overseeing the core operations of the Bank, including wire transfers, bookkeeping, ATM department, teller operations, financial services, CIF department, branch operations and the BSA/AML department. In addition, Roy is part of the following bank committees: Internal ALCO Committee, Loan and Discount Committee, Pricing Committee, Branch Development Committee, and SAR Committee.

Roy has attended many specialized seminars and schools on the Bank Secrecy Act, as well as Compliance and Operational issues.

Outside the bank, Roy has also been active in the United Way of Laredo and Junior Achievement of Laredo, and has also been a committee member of Cola Blanca Big Buck Contest.
Roy is an avid Bucks fan and enjoys outdoor events. Roy is married to Wanda (Hale) and has one son, Roy John Jr.

ADOLFO E. GUTIERREZ

Under Gutierrez' leadership, Falcon Bank has grown into a multi-branched, multi-faceted organization. With franchises in San Antonio, Del Rio, Eagle Pass, Buda, and McAllen, Falcon Bank has exceeded $660 million in bank assets and offers a community bank feel alongside sophisticated and superior services. In order to enhance and promote a more global vision for the bank, Gutierrez continues in his role as Chief Executive Officer and now assumes the role of Chairman of the Board for the bank. Born and raised in Laredo, Adolfo understands the needs of the community he serves. He graduated from J.W. Nixon High School in 1973 and, armed with a Bachelors Degree from Texas A & M University in 1976, began to satisfy his entrepreneurial spirit by opening various businesses in his home town. Mr. Hugo a Gutierrez, Sr., Chairman of the Board Emeritus, says of his son, "I am proud to name Adolfo as my successor to the board. It was in 1995, with his assumption of the presidency of Falcon National Bank that Adolfo's inherent business acumen and leadership style catapulted Falcon Bank to the forefront of the banking industry."

As involved in the community as he is in banking, Adolfo is a member of the Laredo Chamber of Commerce, the Laredo Development Foundation, and Junior Achievement. He contributes to the Habitat, United Way, Laredo Boys and Girls Club, LIFE, and numerous other charitable organizations. In addition, Adolfo is a member of the Texas Bankers Association, as well as an Advisory Director of the Independent Bankers' Association of Texas.

Adolfo has been married for 28 years to Mary Alice (York) and has three children: Mary Kathryn, A.J., and Amanda.

Falcon Officer named Business Manager of the Year (January 27, 2007)

Alma N. Velasquez was awarded the Business Manager of the Year Award at the Eagle Pass Business Journal Awards.

 

Alma N. Velasquez, First Vice President, of the Eagle Pass branch was recently named the "Eagle Pass Business Journal's Business Manager of the Year." The 13th Annual Eagle Pass Business Journal Awards was held on Saturday, January 27, 2007 at the El Residencial Reception Hall.

The Business Manager of the Year award is presented to the Business Manager of a local business who has excelled in their professional endeavors and has made positive contributions to the community. Nominations are open to the public and submitted from October to December.

With over 33 years of banking experience, Velasquez manages all banking functions at the branch including: operations, retail banking, and lending. Other responsibilities include meeting risk management and compliance requirements as well as ensuring that all bank policies and procedures are complied with. Velasquez represents Falcon in the community through participation in civic activities and organizations.

An active member of the Eagle Pass Community, Velasquez is the Director and Secretary/Treasurer of the Eagle Pass Chamber of Commerce and member of the Eagle Pass Rotary Club. Velasquez was recently elected as Director for the Maverick County Development Corporation. She is the Chair Person on the Beautification Committee for the Eagle Pass Chamber of Commerce and past Chair Person of Relay for Life.

With the help of Velasquez's hard work and business savvy, Falcon was recognized as the "Big Business of the Year" at the 12th annual Eagle Pass Business Journal Awards in January 2006.

The Eagle Pass Business Journal Awards, founded 13 years ago, honors and recognizes local entrepreneurs, businesses, professionals, and citizen who have excelled professional and have made lasting contributions to their community. This regional awards ceremony honors professionals from Dimmit, Maverick and Zavala counties.

Falcon International Bank, headquartered in Laredo, Texas, is committed to providing quality products and services to its customers in all of its regions. The bank has grown to over $650 million in assets and has a total of eleven branches in South Texas including branches in Laredo, San Antonio, Buda, Eagle Pass, Del Rio, and McAllen. This year, Falcon Bank plans to expand its banking facilities in San Antonio, Eagle Pass, McAllen, and Laredo, and is entering the Brownsville market.

GROWTH PLANS IN TEXAS

South Central Region - San Antonio & Buda
Falcon Bank has three full-service branches operating in the South Central Region, two in San Antonio and one in Buda. The San Antonio branches are located in northwest San Antonio at 19230 Stone Oak Parkway and in south San Antonio at 2530 S.W. Military Drive. The Buda branch is located along IH 35 at 1795 Main St., Buda, Texas. The South Central Region is managed by Richard T. (Terry) Cullen, Regional President.

The South Central Region saw significant growth in 2006. This growth has led to continued expansion in this region. A new banking facility is scheduled to open during the fourth quarter of this year. The new full-service branch will be located at Bandera Road and Loop 1604 in Helotes, Texas.

Southwest Region - Eagle Pass & Del Rio
Falcon Bank began operating in Eagle Pass in September, 2005 and since then has experienced substantial growth. Currently, the Bank has one full service branch in downtown Eagle Pass at 725 Main Street. Due to the great success of this location, a second location will be opening in February, 2007. The new facility is located at 476 S. Bibb Ave., directly adjacent to Wal-Mart.

Eagle Pass is part of the Southwest Region which is managed by Guillermo Hyslop, Regional President. This region also includes two branches in Del Rio, Texas.

Lower Rio Grande Region - McAllen
Another region that has experienced tremendous growth is our Lower Rio Grande Region. This region currently has a full-service branch and a Loan Production Office (LPO). The full-service branch is located at 220 North 10th Street and the LPO is located at 1300 N. 10 St., Suite 320 in McAllen, Texas. The McAllen Region is managed by Laredo native Roberto Martinez, Jr., Regional President.

This year the Lower Rio Grande Region can expect to see two additional Falcon International Bank facilities in the community. The first facility will be located at 500 E. Bus. Hwy. 83 in McAllen, Texas and a second facility is planned for 605 N. Shary Rd in Mission, Texas.

Headquarters - Laredo
The Laredo region is also expanding. A new banking facility will be opened in 2007 at 10517 McPherson Rd. in North Laredo in the San Isidro Subdivision. This facility will be the fifth branch for the Laredo region.

The Laredo region currently has four full-service facilities available to serve the community in all their banking needs. The Main Bank is located at 5219 McPherson Rd., the Downtown branch is located at 801 Matamoros, the East branch is located at 212 Bob Bullock Loop and the Del Mar branch is located at 7718 McPherson Road.

Southern Coastal Region - Brownsville
Falcon International Bank is proud to announce the newest edition to our family, the Southern Coastal Region. This new region will start with one full service branch that will be opening by the end of January 2007. The branch is located at 2200 Boca Chica Blvd., Suite 100 in Brownsville, Texas. Laredo native, Arturo R. Farias, has been named Regional President for this region.

Falcon recognizes Banker and Officer of the Year for the South Central Region

 

Falcon International Bank would like to recognize Ashley Pfeiffer as the 2006 Banker of the Year and Angelica Cuellar as the 2006 Officer of the Year for the South Central Region, which includes San Antonio and Buda.

Pfeiffer has been a member of the Falcon Family since the Buda branch opened its doors for business in August of 2005 as a Teller Supervisor. Her duties included supervising tellers in all areas such as balancing, reporting, scheduling as well as providing excellent customer service. Since then Pfeiffer has been promoted to a Financial Service Representative.

"When I won I was very surprised. I felt very honored to be recognized for all of my hard work. I also feel the true way to render ourselves is to love our work and find it in our pleasure," Pfeiffer said.

Cuellar joined the Falcon Family in February of 2004 as a Loan Administration Officer and has recently been promoted to Assistant Vice President in the Loan Administration Department. Cuellar is responsible for loan administration functions, which include Prefunding commercial and consumer loans for the South Central Region.
